It happened in the Rose Garden this past week.  President Trump announced to the World the U.S. would withdraw from the Paris Agreement entered into — some say illegally — by President Obama several years ago.  The Paris Agreement is a Treaty that Constitutionally requires a 2/3 approval of the Senate vote to be ratified.
